1987 Mariner 40HP Issues

I've got an older Mariner 40HP 2-stroke. The boat sat up a while and when I launched it recently, the motor would idle fine, but wouldn't take any throttle. It just kind of stalled out and the RPMs wouldn't pick up. I cleaned both carbs twice. The first time, I just pulled and soak them overnight in some carb cleaner. After putting them back and trying again with the same results, I again pulled them a took a set of torch tip cleaners and pushed through all of the carb holes to make sure all was clear. After putting the carbs back and trying again, I still have a motor that won't plane off the boat. I'm thinking maybe my fuel pump is the culprit. Can the motor idle fine with a bad fuel pump? The motor will idle all day with no problem. It just want pick up when I put the gas to it.

I failed to mention that I have check the fuel lines for plugs and replace the old fuel with new. I also believe I've got fire on the spark plugs.
