I suspect you have some of the tiny idle passages plugged in one or more carbs. The previous owner tried to deal with it with sea-foam. I use sea-foam for decarboning, and it can be very hard on neighbors if the wind is right.
That said, throwing in carb kits on that engine is not very difficult. It is well within the capabilities of the shade tree mechanic if you pay attention to detail.
There are other common things on that engine that can cause idling problems. Bleed lines in bad shape, or the related check valves failing are one of them. Carb and reed plate gaskets leaking are another. Reeds may be nearing end of life, especially if they've been subjected to "lean sneeze" frequently.
