1987 Force Outboard. Need help identifying a part.

I know to someone this question is going to seem ridiculously naive. I have black plastic toggle located to the right of the motor attached to the lower transom. It acts like a kick stand when I switch it from one position to the other. I'm not sure what it does. It seems to have no impact on the operation of the boat. I flip it in the up position and leave it there each summer. I hope I'm doing what I'm supposed to. Can anyone tell me what the purpose of this thing is?

Might help if you can post a picture. Can't think of anything obvious.

pitot, pick up for an old speedometer. Probably doesn't work anyway.

If it works, it needs to be down, dragging in the water.

Roscoe's right it might not be working anyway.
The tip gets broken off and then it doesn't work??
Is there a hose hooked to it?
​That hose goes all the way to the back of the speedo.
If it's pinched or cut off it won't allow the water pressure to operate the speedo.

That's the hole for the water pickup.

Thank you for helping me identify. The pictures you provided are exactly what I'm referring to. The speedometer is working regardless of whether the pitot is up or down. So the previous owner must have done something to bypass the pitot. Thank you for helping me to understand what I'm looking at.
