1987 Evinrude 90hp overheating

Just got this 1987 V4 90hp. Never seen it run when i got it.
Done a compression test and pot 3 was 90 where the rest were around 105-110.
I put some 2 stroke down the barrel which brought pot 3 up to 97 so thought nothing else about it. Something i would get around to after the season ends.
I changed the impeller and started her up.
Once it was running, the starboard pots 1 & 3 were crazy hot. You could not touch them.
The tell tale was working pissing as it should ports side was OK but starboard was so hot i could not touch it.
So i took the cylinder head water jacket off to find that it was completely dry.
Next the head came off. I seen a lot of damage to the head. Looks like it caught a ring or this was caused by overheating or detonation or a lean condition.
What do you guys diagnose ?
So the dilemma i am in is i want to run this motor asap.
Can i flush the water system out to clear any blockage.
I read there was service bulletin about moving the tell tale to the top off cylinder 1 to bleed of any trapped air but the tell tale is routed above pot 1 and down the side to try and stop this.
I am at a loss could this just be a blown head gasket ? If it is why are the water passages dry ??

Sorry----Just another V-4 crossflow that has suffered from broken rings.----Needs to be rebuilt.---Needs 4 new O/S pistons and rings.----This damage will occur in all of them-----Too expensive to have a shop do this work.----Not too bad if you can overhaul it yourself.-----There are no short cuts to this issue.

Moving the tell tale was for 3 cylinder motors and the early 56 cubic inch models to be exact.----Does NOT apply to your V-4 model !!

I will rebuild it my self.
