My boat was at my dad's...he got an unexpected heavy rain and the plug was still in...therefore the starter was immersed in water for an extended period of time. Needless to say it wouldn't start. Pulled the starter and it was full of water and had a little rusting. Does anyone know if it can be overhauled or if should be replaced? And if it should be replaced, where is the best place to get an affordable one? Thank you.

Yes you can dissassemble and clean it up yourself. Use 400 grit emery on most of the stuff except any windings you see. Regrease with a extream pressure grease instead of wheel bearing grease. Onle a slight bit will be fine.

-Quite a few "marine" starters share the same components except for a rubber gromet and the metal center place to seperate the motor from the bendix drive. These two things really are needed and should not be excluded. If you want, you can buy a automotive starter and gut it and swap the moving parts into your existing housing. This is what I did to mine to keep it marine grade.
