1987 60 HP water leak from lower powerhead and chokes with the cover on

I have a rebuilt 1987 60 HP, did a full lync and sync and it runs perfectly with the cover off but chokes on acceleration when the cover is installed. Also have a small amount of water spitting from the Power head lower gasket. I did do an impeller replacement as well so the lower unit has been off. Could this be the Exhaust tube misaligned or not seated properly, water pump not seated properly? I get a good flow from the tell tale. Any ideas on what might be causing this, much appreciated.

For those interested, it turns out the mid section to power head gasket was leaking and the exhaust gases were leaking out and choking the motor when the cover was on. I removed the powerhead and replaced the midsection gasket a second time, this time fully cleaning the old gasket away (my bad) and now it runs smooth and strong after the rebuild even with the cover on.
