1987 150…Bleed Line Dumping Fuel

1987 Mariner 150 ELPTO. Oil system deleted. I just got this so bear with me. Runs out great but have noticed a "slick" in the water and finally found out where it was coming from... The PORT SIDE bleed line I've highlighted in yellow going to the airbox just "pulse-spits" fuel to the tune of about a drop per second. Something wrong or can I plug it?

I think you have a bad check valve ?----Supposed to remove spilled fuel from airbox.----A " safety " concern.

Gee, isn't it a concern that so much fuel is in the bleed system? I would think that would point to a carb issue, no?
