1986 evinrude e40elcd primer/silenoid

This is my first boat Woot. Ok so here's my problem so far my electric primer/ silenoid dose not stop gas from getting into the carb. I have disconnected it and no matter what I dose gas is always flowing though it. I have checked every thing on it no leaks and the red handle is in the off position. Could it be the gasket or maybe just bad. When it had power I can push the button and it clicks but like I said it's always flowing gas. Power or not.

Yes it is. I turned it both ways with it off the moter and fule just keeps pumping.
