1986 Bayliner w/ OMC Sterndrive-unable to raise drive

first off, thank you for checking my post.

My Father & I have this '86 Bayliner with an OMC sterndrive. Due to circumstances, we were unable to take out at all last year.
We got it running a couple of weeks ago, but was unable to get the, what we term as the "foot" to raise up. My dad talked to a mechanic, & he said to take the three bolts that hold the lifting gear, out, & we should be able to lift the foot by hand...

I questioned this method & sought out this site to see if anyone else has had this similar problem, and could offer some advise...

The mechanic was right. I assume when you say OMC Sterndrive, you mean Stringer? Here's a few things I'd try in prioritized order:

1. Make sure all your fuses are good - especially the 50 amp fuses on the motor near the starter
2. Grease trunion pivots (zerks behind the rubber bumpers on either side of the upper gear case)
3. Make sure the battery is fully charged/good condition & try again
4. Make sure all connections to the tilt motor & solenoid are clean & in good condition
5. Have someone try to jerk the drive up/down while you hold the tilt switch in the up position - it might be bound up between the tilt gear & quadrant gear (the thing with the 3 bolts the mechanic told you to remove)
6. Try shorting out the terminals on the tilt solenoids (small lead to one of the big leads) - would indicate bad solenoid if this works
7. Take the tilt motor out & connect it directly to a battery & see if it spins hard/fast (should try and torque over)
8. Make sure the hammer blow coupler, worm gear shaft are all in good condition - sometimes the slot in the end of the worm gear shaft shears off
9. Open up clutch housing, take clutch out & see if everything else spins as it should (motor, worm gear & ring gear around the clutch pack)
10. With clutch out, make sure you can easily move the leg up and down by hand - shouldn't bind, etc.
