1986 28hp evinrude Carb removal help

I have a 1986 28hp evinrude. I have to remove the car for a rebuild. I have a stuck float. How do I remove the starter bracket to get the Carb off? I removed the two top bolts and a small bracket but the starter bracket still won't budge....please help

Might check here: http://epc.brp.com/Index.aspx?lang=E&s1=fc046582-2770-4697-8e51-22aa0a08a682 Drill down to the cylinder and crankcase blowup for your motor, and there should be an insert showing the starter bracket. Looks like a couple of bolts, and a nut to a stud on the front of the bracket. Don't take out the two long vertical bolts on top of the starter -- that disassembles the starter.

There is one more 1/4" bolt near the bottom of the bracket.
