1986 120 evinrude problems at low rpms

just got this boat and it chugs snorts untill you reach higher rpms now by pulling off plug wires one at a time the #1 cylinder runs strong #2 not bad #3 hardly fires at all on low rpms and this seems to be the cylinder thats causing it to snort #4 is weak but its firing this is what ive done so far and maybe someone tell what may be wrong
-checked compresion all around 120 psi
-changed plugs and wires
-changed gas (had water in it) and squeze bulb
-cleaned carbs just blew them out checked them over
-switched coil packs around no changes

some one must have idea or what to check next i don't know whats been done to this engine before i bought it at auction looks in good condition

Get an inline spark tester to verify that all cylinders are firing.

won't that just comfirm if there is spark or will that test electro ign also

Hi, sorry no help here, just wanted to add that I have the same 86 120hp that wants to stall out unless at higher throttle. Doesn't like the low to mid range throttle setting. Good luck.

You need to first determine whether or not you have spark

i checked spark and seems to be fireing normaly even at low rpms the spark plug #3 wet with fuel after it was running for a whille no water in cylinder im still hoping that it's a easy fix any sudgestions what to check?
