The top cylinder is not running. It does have spark on both. The compression is 115 on top and 90 on bottom. I installed new plugs and the top one still looks new after running the motor for a few minutes. It didn't appear 'wet' which led me to think Carbs, but I had already cleaned them. However, I pulled them and cleaned them again. I ran the engine for a second with the top plug removed hoping that it would blow out some fuel or something, but nothing. I am lost as to where to go next.
