1985 30 hp johnson wont idle

Hello ,I have a 1985 johnson 30 hp it wont idle .When i can get it to idle i have to advance the throttle.I have replaced fuel pump,soaked carb and rebuilt any ideas,also is the primer supose to stay in im new to this type motor so need help please!!

Is it blowing a lot of smoke? If it is then the primer may be stuck.

When you overhauled the carb did you remove the core plug on top of the carb and clean the passages in there?
How is the low speed needle set, 1 1/4 turn out from lightly seated?

at times it is ,guess i could disconnect primer and try that couldnt i ?

no i didnt it was supose to have been cleaned before i got it had new plug in it, yes i set it 1 1/4 from seated
