1985 2hp model e2rcoc engine cover removal

I have an old 1985 2p engine and i can't get the engine cover off. I don't have the manual but it looks like the screw on the top of the engine cover is the one to take off. I can't get the screw undone. it is pretty rusted. I pput luberication on it over night and still can't seem to get it off. So my question is how to get the screw off and is the screw on the top of the engine cover the right screw to be taken off?

I'm not an expert, but I know you do not take off the top screw. That screw holds on the starter and if you remove it, the spring unwinds. The manual shows 4 mounting screws that need to be removed.
