1984 Johnson 60HP lower carb spits/mist intermittenly

I have an 84 Johnson 60hp outboard that I am having trouble with. First off when I got it it would not rev up under a load only about 2000 rpms. traced that back to a bad wire, replace wires and now will rev up some times other times still wont. Next time I took it out it seems to load up on fuel and stall out at idle. Only way to get it to crank back is to open throttle all the way as if it is flooded. Took the carbs off last night and rebuilt/cleaned them. Ran it in a tank and now the bottom carb is spitting at idle. Does it randomly and when it does almost cuts off or sometimes does cut off. I have a spark checker and it is not loosing spark to either cylinder when it happens. Also when it does it I can see a sort of mist coming from the lower carb. Not where the air silencer hooks up cant really tell where it is coming from just around the carb somewhere. Any help would be appreciated. Dont know if rebuilding carb helped rev issue or not havent had a chance to take it out. Thanks in advance.

the mist could be ...? . i dont know , i would take the bottom carb off if that happens again & observe what you find in the bottom float bowl , gravity , tells me .. something

Start by giving us a compression readings. The 'spit back' may be due to crank case combustion or just blow-by due to cylinder damage.

Compression is 150 on both cylinders I dug a little deeper last night and, found that there was a screw stuck in the reed. Looks like it has been there a while. Ordered new housing and reeds hopefully that, fixes it.

Which screw, where did it come from?

I have no idea., haven't had the boat long looks like it had been there a, while., looks like it may have come from air silencer cover
