1983 johnson 20hp lower unit pin hole?

hi, I have this 83 20hp johnson I bought it a couple weeks ago, the guy I bought it from said, that the pin holes in the lower unit ubove the propeller, on the one side are just exhaust holes, can someone confirm this?? they have this black runny stuff coming out of them smelling like oil and gas. another question is? should I get it tuned up before heading out on the water?

if anyone can help it's greatly appreciated.

A picture would help, but what I think you are talking about are water drain holes. They are there to drain the mid section when the motor is out of the water.

And yes, fuel discharge will come out there. It is oil that has gone through the engine and done its job. Oil is mixed with the gas on a two stroke, and used only once as it passes through the cylinders. Most of it gets burned in the process, but not all of it. The remainder goes out the exhaust. Entirely normal
