I have a 1982 one stern drive that won't go up or down. Have tried a new motor. Some thing. Which relays are for that? I tried replacing two so far but still just clicks.

welcome aboard

prior to throwing parts at it, check the voltage at the motor. is your new motor OEM? or amazon junk? does the shaft and hammer coupling turn? is your clutch pack locked up?

the factory service manual has a schematic. https://outboardbooks.com/

Double check that the teeth of the quadrant gear (outside of the intermediate housing) is in the proper place. They can (very occasionally) get jammed up.

If you can easily take the motor off and put a screwdriver tip on the worm gear (not the hammer coupling) turn that by hand and see if the drive moves a little up or down (may need someone holding the drive to help out).

Also double check how charged up your battery is. Again, kinda' rare in my opinion but sometimes a lack of power to the motor can cause it to not raise and lower.

Question since it both go un and down does that mean there two solenoids?
yes, actually more. however the solenoids you need to test have the buss bar connecting them together

but do not assume its the solenoids as there could be many many reasons.

start with measuring voltage.

Ok so after messing with it more I finally got.the old motor along with the new one to work. Who ever messed with it before me didn't hook everything up right. But now the issue is it still won't go up. I hear the motor engagement but doesn't go up. Could it be the old motor doesn't have enough power to go up? Brand new battery. Should I try with the new motor I have took the clutch pack and worm gear out and cleaned them up. Didn't see anything worth replacing.

If you took the clutch pack apart, did you have the proper clamp to put it back together? Make sure you have all the clutch discs

Check the hammer coupler and check voltages when trying to raise. If any of your connections are not shiny and clean enough for your mother in law to eat off of, it's not clean enough

I would remove the motor, and remove the hammer coupler. Then use a hand tool to turn the worm gear. see if the drive moves up and down like it's supposed to.

If that works, then I'd install the new motor.

Check the battery with a volt meter....needs to be 12.6 volts to be full, 12 volts is almost dead. Many bew batteries often need charged to start out...

You probably have corrosion in the shaft bore and clutch case. It need to be able to go up and down on its own

Have you lubricated the trunnions?
