1982 mercury throttle controls aren’t fully working

I have a 1982 mercury 85 Hp when I push down on the throttle nothing happens until I get to almost all the way down then the engine revs up and the prop starts to spin same thing for reverse I have to push it almost all the way before it even does anything I think it has something to do with the cables not being tight enough but I just want to know what other people think and if anyone has any idea on how to tighten the throttle cables thank you

If you have a standard MerControl, the shift should begin as you leave neutral. Neutral is at the midnight position. The throttle should start to advance when you reach about the 10' o'clock position. Full throttle is at 8:30 or thereabouts.
