1982 Mercury 90 HP Choke Question

When pushing in the key to Choke this motor what action should I see by the carburetors?

Motor will not start cold without starting fluid, however after running for a bit it restarts just fine, I'm thinking it might be a choke issue.

Compression is good (Approximately 150 Lbs. each) everything else looks good.

Inline six right? There should be two plastic choke plates that close on the top two carbs.

An 82 might not have a Choke, this was the Period when Merc was switching to an Enrichment system
