1982 Johnson, 7.5hp, Idle Speed Setting

What is the procedure for setting/adjusting the idle speed of this motor (Model 8RCNR)? Is the "knob" at the end of the throttle/tiller handle a throttle adjustment of some sort? I do not have a tachcometer to measure RMPs.

Thank you for your quik reply Chief. The kill button is surrounded by this "knob" that I wrote about. It will turn independently from the throttle handle. The sequence is first the rubber throttle handle, then plastic "knob", then kill button in the end center of the "knob". The control panel of the motor has a "Slow Speed" adjustment that is linked to the slow speed carburetor jet.
