1982 Evinrude 90hp Trim/Tilt not working. Stuck in down position on boat lift.

Hi,
I have a 1982 Evinrude 90hp. The trim motor turns on, (whirring), when the switch is pushed for either up or down. The engine does not move up or down and doesn't sound like it is trying. It is currently on a boat lift in the down position. What do I check first? Can I raise it manually if I have to access the hydraulics?

There is a manual relief screw located on the port side clamp bracket. Small hole (nickel size) where you stick a large size standard screw driver. Turn it counter clockwise and then you can pull up the motor while someone moves down the trailering bracket or tightens up the screw. Might be low on fluid and you need the motor up for access and to check level.
