1982 evinrude, 35 hp

i have a 1982 35 hp evinrude, it sparks just fine, has good compression, but when i try and start it up it backfires (its electric start) and has new plugs.
what could this be caused by?

If the flywheel key shears, the engine will get out of time and can backfire. Pull the flywheel to check. Also, if the spark advance does not return to idle position, it will be hard to start. Check to make sure the plug wires are not reversed after you put in the new plugs.
