1980 v200 mercury idles TOO HIGH

Ok so I recently purchased a bass boat with a 1980 200hp mercury outboard and I cleaned the carbs and got it running but it idles at 2000 rpm my tach may not be right but you can tell it is idling very high I removed the idle stabilizer as it was melted butbwas told nit to replace it because it was useless could that be the problem ? I couldn't find a carb adjustment anywhere and a lowered the spark and throttle down as far as possible and it didn't help any ideas on what it could be ?

when setting tha idle its done completely with "idle timing only".. make sure all butterflies are completely closed and a "slight gap" between carb linkage roller and throttle cam.. set in tha water, in gear ta whatever makes you and tha motor happy (you can get close by tha book on tha hose but !!! ).... don't worry what tha book says for finale idle timin'.. most motors will vary slightly..
