1980 evinrude 140hp starter noise

If the engine fails to start, it makes an oohhgaaa - duck honking noise as it winds down. (Same noise my shop vac made after years of use and abuse)

It seems like it would be a bearing, can the starter be lubricated? and if so how and where, and with what? or what else should I check????

couple of drops of light oil on bendix.

Old starters can make noise with age. Usually it's more of a nuisance than a major problem. It's not an indication of imminent failure. You can disassemble the starter. They are usually filled with carbon dust. Clean it out and relube the lower and upper armature bushings. If that does fix the noise, you may have a upper cap which is worn out of round, causing the shaft to vibrate. When you have it apart, check the brushes to see if they need to be replaced.
