1979 bay liner liberty out drive help!!!

Good afternoon all
I have search near and far with no answer.
I have 1979 bay liner liberty. Engine is a Volvo penta 200c out drive is a 280. I don’t no what make. Anyways my tilt won’t go up or down or make any noise at all before it was working. I notice when my son stepped on the out drive while it was on the up position it went down that was during winter. Now summer is here and it won’t go up or down or make any noises. I can’t find no relays for it anywhere I searched the whole back behind engine and I see nothing. I found to things I have no clue what are they or if they even part of the issue. The white ceramic looking thing what is it? Also that black cylinder type looking thing what is that. I need help figurering out why it won’t move at all. Any input would help thank you for your time

the black box in your 2nd pic is the tilt relay box. it has a couple relays and a limit switch inside. the tilt motor is below that box. the box should turn on top of the tilt mechanism, but should not move up and down. don't overtighten it.

The grey jacket wire going toward the tiller bar should have a red and black wire in it connected to a 12 volt source, the red wire may be connected to the starter post and the black to the engine block. when was the last time the drive lift worked?

Ohhh so there is relays in there?!? I took off the 3 Philip head screws but then I saw on top 2 hex screws that went all the way through with nuts on the bottom am like that’s a little over kill to be relays so I didn’t remove the hex screws. I will look into that box today.

Last time it work was last year when I stored it for the winter.

After taking apart the black box this is what’s in there. Are these the relays you guys speak of?

I'd check the motor 1st.
How do I check the motor? There is no wires coming from the motor. Well at least I don’t think. I was looking. Technically for a motor to work you need power but I don’t see exactly where there at

Have downloaded a factory service manual? Its very handy. You should be able to find and download one free. Looking at the wiring diagram there should be a black and a brown wire going to the motor. I'm pretty sure 1 wire is for up and the other for down. It's been yrs since I worked on ours. We pulled the tilt ram housing with the motor. IIRC, there's 1 bolt on the housing & we unbolted the blk box and left in the boat. Ours just pulled straight out of the transom housing. Tested and replaced the motor and cleaned unit. Did you happen to read the link in post 7?

Yes I read that post a few times my only concern is where the motor is located…it’s located towards the right back of this engine block and I could burly get my hands in there to remove the black cap. I can’t even stick my head in there to look at what I was doing 😢😢😭😭😭
