1979 115hp Mercury outboard - Tilt

Noticed that last couple of times on the lake, Tilt hesitated to go up or down a few times. Just replaced impeller and after doing so, the tilt will not lower.
Can hear the motor spinning, but no movement... Any help is appreciated !

Check your oil level at the screw on the hydraulic pump.

And make sure the reverse lock on the pump is seated fully CW.

Thanks emckelvy, problem solved. However; When i tested to make sure new impeller solved my issue with no water passing through, I still have no water.
Clogged line? Trying to see how to check to see if line is clear ???
