1978 tilt and trim problem won't go back down

I have a 78 115 Johnson motor that after getting it ready for spring fishing will trim up just fine but when I try to trim the motor down it just growls at me. Is there a solenoid that's not releasing pressure? Thanks for any suggestions never worked on the TNT on my motor yet.

Use the manual release valve (large flat screwdriver) starboard side bracket to manually lower it, re-tighten and cycle up and down, check your oil level it may be contaminated with water hence the release valves sticking?

Thanks I will give that a shot I have never changed te fluid in there before so it would not hurt.
