1978 85hp Johnson problem with starter

I jus recently bought a bayliner and I'm gettin power to the starter but the bendex gear only spins and will come about half way up to the fly wheel about ever 5 or 6 times I hit the key any thoughts
I jus put a new ignition in it btw

jump it with jumper cables, if it improves replace cables, if not replace either battery or starter

Before you do the cables clean the shaft the bendix rides up and down on then lightly lube it.

Ok i have the starter off now it's got a lil sugar rust on it will it hurt to sand it a lil

Clean the rust with a green Scotch Brite pad, not sandpaper. then light oil on shaft and very little at that. Good luck
