1978 850 trim issues

I recently bought a boat with a 1978 merc 850. The trim motor was not working when I bought it. I hooked it up to the battery and get a click noise when I hit the trim up button and nothing when I hit the trim down. I plugged a voltage meter up to the solenoid and it gets a power hit when I press both down and up, so power is getting to the solenoid correctly. I tried replacing the solenoid and am getting the same response.
Any ideas what the problem might be? The engine is stuck trimmed up so I'm assuming the fluid is not the problem.
If the trim motor needs to completely be replaced, any idea where I could find one online?
If I had a shop replace it, any idea what a fair price would be for the job?

The solenoid is only used for the up function.-------Sounds like the issue is with the motor.-----Take it apart for inspection.
