1978 35hp Power Issues

I have a 35hp 1978 seahorse, the engine runs fine at idle and all the way up to 2000rpm once i throttle it anymore it dies, if i choke it for 5 seconds then throttle up the engine will go through the throttle range ok, it still isnt fantastic when i do this but prove to myself its not a timing issue.

What i will say is the thermostat is removed, when i bought engine it didnt pump water, so i assumed the previous owner must of not had much luck with the cooling. Ive rebuilt the lower unit and have loads of cooling water now, could this be the cause of my problems that the powerhead isnt getting upto a decent working temp? or is it dirty carb.

1: get the thermostat back ASAP, or you get an air-pocket and overheat of upper cylinder!
2:Stop the engine in forward gear.
Increase throttle until mark on ign plate cam aligns with roller on carb
Adjust the roller so this is where carb starts to open.
Give FULL thottle.
Check the stopper on the rod between carb and vertical shaft to ign.
Adjust the stopper so the carb butterfly is 99% open.
Shift to neutral, start and test.
