1978 35hp Evinrude idles too high

I picked up a 35hp evinrude. The problem is it starts fine, pumps great water, maintains fuel bulb pressure but will not idle below 1800 RPMs.
I set the throttle stop as low as it will go and the throttle butterfly is closed.
I just put on a new power pack but don't think that is the problem. The motor was sitting for a couple years.
The low idle mixture screw is set to 1 1/4 turns and it runs great @ 1800 RPMs but no lower. If I turn the screw in to 1 turn it starts skipping and sputtering. ANY IDEAS PLEASE?????

Sounds like you need to overhaul your carb, your slow speed circuit is plugged.

I will when I can get the manual. In the mean time I am trying to remove
the starter and only found 2 bolts but the bracket will not come off so I can get to the carberator. Is there a magic 3rd bolt I dont see? I removed the obvious front and top side bolt and the bracket connecting the throttle armature with the starter mount bracket. But the starter mount still will not budge.

Hello,there are 2 from the side and 1 from the front if i remember right.you might be sucking air on intake or crank seals,but do what they said about the carb first that might be your only prob.good luck Mike

It does sound like the low speed jet in the carb is at least partially clogged. If it is nopt completely clogged you can fix it by adding a product called "Seafoam" to your fuel and running at least one tankful of gas with the Seafoam added through the engine. Seafoam is a good idea for the first tank of the season anyway. I believe Seafoam is similar to an older product that I haven't seen in some time called "Gumout".

I did not find any clogged jets in the carb. Stupid question. The low idle
screw, does this require a spring? When I pulled out the screw there
is no spring over the pin at the end.
