1978 25hp johnson thermostat removal

HI: I have a 1978 25hp (25e78) Johnson Outboard. Going to put new thermostat and gasket on but can't figure out what torque the 12 bolts are suppose to be on the cylinder head cover. Any help would be much appreciated.
