1977 johnson 6hp throttle cam closing when running and starting

The throttle cam on this engine is closing when pull starting and while running. Ie it won't stay where you set it it will jump closed. Im assuming it's the magnets under the flywheel being too close to the coils but when I took off the flywheel the coils are all correctly in and lined up when the base they are sitting on. Any ideas will be appreciated
