Working on a 77 Johnson 35.

To make a long story short, starter would not crank over. Finally got it to crank by grounding the soloniod. Neutral switch on the other side doesn't pass ground through it. There is only 1 wire to it....the one that goes to the soloniod. Is there supposed to be another wire or does it ground out through the body? I noticed there is another connector with nothing on it.
