have you tried shooting some fuel oil mix in the carb directly to see how the engine reacts...if it run whith no choke it confirms the engine is not pulling it's own fuel fuel out of the carbs .

I put the paper test to the reeds, they have good suction. Two days ago I was not getting fuel to the plugs and now the motor is (flooded )I think. I got gas coming out the front of the carbs. when I crank engine over. First I thought I had the floats set to high since I just replaced them with the new gasket sets, so I took both carbs apart and set them level which they were then turned upside down and saw on u tube 3/4 in to 1 in. so I set both to 3/4 in. Still fuel ran out of both carbs. Make a long story stop here. I think my little aluminum caps I put in new , (1 goes under float). I think both carbs leak letting too much fuel in. I put clear finger nail posish as one gentleman said here. But I think they leak. What can I put over them to seal which gasoline will not bother

carbs usually leak from a bad inlet float operation
when rebuilding carbs you must do the blow test on the inlet nipple

right side up... air goes in the carb
held upside down no air should enter the carb.

dont get to hung up on the welch plugs just tap them in properly they normally sit higher than the fuel level and won't leak if the inlet needle works ok

carbs are like toilet bowls.... when full they stop the inflow if not.... something wrong with the needle/float.

held upside down the float should be level with the rim of the carb .

I did the bench blow test on both carbs, they seal up good. Checked with paper reed valves, sucks paper inside. Put carbs back on motor and hit key fuel comes out mouth both carbs, what I do wrong?

well....can't say much more from here... are you over choking it ...some chokes works by pushing the key in while turning are you pushing the key in to long ?

is your choke plate stuck shut for some reason ??

is the engine tilted or vertical ? is the fuel coming out vent holes or carb face

did you fix up your missing orifice plugs (bolts)

with all the fuel the engine should fire up just from fumes

at this point unless an expert opinion solves your problem it will be shop time I guess.

Found 3 carbs on ebay, bought them. Upon taking the first one apart I find a jet in the base of the new carb .My motor is 10 miles away and you can bet 1st thing in morning I'm going out and tear a carb off and c if I misses this. I bet there will be a empty hole. Ill try to take photo and attach.Damm. people take **** apart and lie to you telling you it runs. Bull ****. I'm believing people are natural lyers

a common issue would also be the small "idle pickup" tube in the middle of the emulsion tube that carries fuel to the upper idle chamber. its like a tiny straw (works at low vacuum) vs a larger one (only works at higher vacuum because of the larger diameter). this tube must be clean. another thing i always do is turn the carb upside down and blow into the fuel inlet nipple. you shouldn't hear or feel ANY slow leaks. now tip it right side up and blow. should be super easy to blow into. these will not run if the idle air orifice is missing... wont suck up any fuel from idle pickup tube as mentioned.

There have been earlier posts that indicated that original factory carburetors had no adjustable mixture screws !
