1977 25 Evinrude wont throttle down

i have a 1977 25 hp evinrude outboard motor that i cant get to throttle down its like its stuck on high throttle so when i start it it just revs really high and i have to do a hard shift to forward any ideas thanks

Very likely there is a problem with the throttle linkage.somewhere.
With the motor off and in forward and the cover off operate the throttle and observe the components.
Especially note the stator plate under the flywheel and the linkage to the carb.
Don't be jamming it into gear or you will have a major repair problem.
Are you mechanically inclined? Is this a tiller operated motor?

I know very little about outboard motors, it is a tiller operated motor.

I have a 1981 that always idles a bit high until it gets warm. I don't think that's unusual

However, it's hard to tell if yours is just idling a little high while cold or if it's really racing. First thing I'd try would be the idle adjustment screw - item #84 here:

Unscrewing that a bit should allow you to move the throttle to a slower setting. So don't just unscrew it - unscrew a half turn or so, and then move the twist grip to a slower speed. Repeat if necessary.

If that doesn't do the trick, then inspect the rest of the throttle linkage to see if anything looks out of whack. Try a "link and synch" procedure, which you can search out pretty easily here.
