I thin i have found the issue with my outboard. When i go to crank the motor, cam is turning all the way to the side of the engine. Which is retarring the timing. It acts like its rubbing on the armature plate. I have checked and can't anything rubbing. My question is could my flywheel key be worn letting the flywheel set to far down in the grove in the armature plate letting it rub?
Thanks frustrated

No but pop the flywheel and make sure nothing is rubbing. You may need to adjust things under there.

Paint the groove and other parts with a black marker.----See where it is rubbing.

Driver coils and stators (like old style coils) have laminated bodies/mounting surfaces. These must be perfectly flush with the mounting posts. Take the flywheel off again and run your fingernail or a straight edge along the joints and make sure they are absolutely flush. If not flush, the flywheel will bind.
