1976 135HP Evinrude No gas going to spark plugs/cylinder

I just recently purchased a 1976 135hp Evinrude used and the person i bought it from showed me it running so i didnt have an issue buying it. Fast forward to now (3months later) and the motor turns over but doesnt sound like it wants to start the previous owner had zip ties holding on the fuel lines internally on the engine so i replaced those with proper clamps but still nothing i know my gas is good and so is my battery but i dont understand why the fuel is not reaching the actual combustion chamber / spark plug to the point where my spark plugs are shiny and look like i just installed them im using L76V plugs and i have already tested them for spark and they all light up with blue when held against another piece of metal i just thought i would try here before getting a marine mechanic to come look at it

Does spark jump a gap of 1/2" on a test device , yes or no?-----Do choke plates close when you operate the choke switch ?----Your location ?

I'm going with this.

You changed the gas lines....fuel is non-ethanol? Octane?

Did you try pumping the primer ball while starting it.

I'd eliminate any fuel issues if the information provided is true.

If it has spark,(a spark at a Plug, in open Air, really means Nothing). Can the Spark jump a 3/8" Gap?
Is there fuel in the Carb Bowls? if not, there could be a blockage, or gummed up Inlet Valves in the Carbs
I hope you are not trying to start/run it without a supply of Water for the Water Pump, but in any case, a new Impeller should be the minimum with regards to the Water Pump, prior to running it.
Does it have Oil in the Gearcase?

If you can't figure it out with all that experience and info, I'm not sure what else can be said.

primer bulb is full after pumping 8-10 times fuel is 87 octane i have not tried pumping the bulb while cranking

yes spark jumps on a test device with 1/2" gap yes the choke plates open and close when operating the float switch location is kingston ontario canada

No I am not a outboard flipper just like to boat on a budget and yes I know those two things do not go hand in hand šŸ˜„

no i always crank with muffs on the motor and water running yes it has oil in the gear case as for the carb bowls how do you check them on an Evinrude i only have experience with mercury and everything looks very enclosed on this motor i saw another post on here about the 1976 Evinrude 135 hp saying that the proper plug is a QL77JC4 I have L76V plugs installed right now should I change ?

There should be a Drain Screw(Hex Head with Slot) on each Carb Bowl #35.
That can verify that Fuel is getting to the Carb, but doesn't mean the Fuel is getting through the Carb

Remove sparkplugs.-----Put 6 drops of fuel into each plug hole.----Install sparkplugs.----Try and start motor.----Report what you see and hear.
