1975 Johnson 85 hp starter issue

Took the boat out to the harbor and turned the key and got a fizzle, singeing sound like there was some electrical issue. After fooling around held down the key for a little and then it spun the hex but not fast enough. So I put the hex in crackshaft manually and got it started.

The hex stayed slow throughout the trip, wondering if its just the connection, lube, or something else. I tryed "tightening" top of the starter by cranking it clockwise, that seemed to help....
