Fuel pump, fuel tank venting, fuel tank hose or possibly an air leak in the fuel line. Obviously your motor is not pumping fuel. If you have another fuel tank or if you have another fuel hose you could try them and see if you can narrow the problem to them or eliminate them. To test the fuel pump, one can disconect the fuel line to the carburetor and pull on the starter cord (best to remove the spark plug boots) and see if fuel pulsates out.
