Take a garden hose and put it on pick up tube and turn the water on. Water should then come out of tell tale, if not something is clogged up. If it does then check key on impeller.

If the pump housing or plate is scored a new impeller will work for a short time and then nothing.

The kits i got always had two keys a black one and a white one. Another thing those impellers have to be put in right side up. Look in the key hole of the impeller, turn it over and look again you will see a diference. Make sure you put it in the right way.

If I recall correctly those impellers use a weird arced plastic key. If that is so then it is possible to put the impeller and key upside down. Then the Impeller will spin on the shaft. Take a good look.
