1975 70 hp johnson outboard runs fine but not when under load

I just recently had ground problem and fixed it. I also took control box apart to see what kind of ignition switch it had, put it back together and now the warm updoesnt work and only goes to quarter throttle even at wot. Now if i move throttle linkage by carbs it revs right up

Take the control box apart again and see what isn't put together correctly.
