1974 Mercury 7.5 hp - Starting Problem

My 1974 mercury 7.5hp motor only starts if I tilt the motor out of the water. Once I get the motor started, it runs great. I can shut it off and restart on the first pull everytime with the motor in the down position. If I shut it off and wait 10 min. it will not start unless I tilt it out of the water. It also will start in the down position if I put a little gas in the cylinders. Sounds like a gas problem to me. I've taken the carburator out and checked it. everything seems fine. there's gas in the bowl and gas is getting to the plugs. The motor runs so great when I get it going, Just can't figure out why it won't start. Any help would be appreciated.

They are a great little engine,aren't they?<br />It sounds like the fuel pump is drying out, or there is an air leak in the fuel line.<br />That is kinda strange tho. But the fact the if you prime it, it starts,,,, that says it all.
