1974 Merc 200 20hp pull cord broke

Just got a Merc 200 20hp. Everything was fine running out of water. Took it to the lake and it took a few cranks to get it going. Ran fine for a few hours then it just wouldnt start. It would run for 10 seconds then just die. Then the pull cord broke. After i removed the cover i noticed the inside dill does not have any spring tension to put the new cord on. Anyone have ideas to the no start and pull cord as well as the proper service manual I need. Thanks

I don't know what the "dill" is but here's a diagram of the parts - you have to bend a tab on "2" down then hold the screw in the nut while you turn the nut clockwise do this carefully with something under part 15 so the spring doesn't fly out. Keep the assembly together while you unwind the old cord and replace with a new one. The cord must pass thru the hole in "3".

Ok so I was able to get the spring and cord fixed. Now I cant get the pawls to catch the fly wheel. Ive lubed it, decreased and clean it. Still nothing.
