1974 Johnson 50 hp Starting questions/conerns

I recently purchased a motor of the specs listed in the title.

After hooking the electronics and the throttle up and attempting to start the motor, I turned the key and nothing happened. All wires, including the key controls were tested and work except for the starter wire (connected to the lower part of the selenoid). I attempted to arc start the motor by placing a wrench on the upper and lower cables (above and below the selenoid) and it started up. Could this be a selenoid issue since it is not allowing power to the lower cable (which goes to the starter?)

So it will turn over if you jump the two large posts on the solenoid?
Does the solenoid click when you turn the key to start?
Check voltage to the small posts on the solenoid, one on should have voltage when you turn the key to start, the other grounds through the neutral saftey switch.

Also, check the fuse located next to the starter solenoid
