1974, johnson 115 hp won't start

I have had trouble starting my outboard the last 3 times i took it out. I get it in the water and it won't start. I can get it started out of the water with some effort but in the water, it sounds like it wants to start, then after a few trys, nothing. How can I check to see if all 4 cylinders are firing? I did have the carb. rebuilt. No change. Fuel pump works fine, new spark plugs, battery charged. Im at the point of selling the motor and buying another one. Help please.

When it does finally start, does it run on all 4?<br />Does it reach it's high RPM?<br />Does the primer ball get hard when you pump it up?<br /><br />If so,a good place to start looking for the problem is at the kill switch.<br />Then,the ignition switch itself.<br />The contacts corrode,and it'll drive you nuts. Also,look for corsosion at all the connections at the engine.<br />Good luck.
