Looks like carbon from the exhaust with a dose of pre-mix, there's a drain hose from the air box to the powerhead so when you tilt it up the fuel that spills out of the carb throats into the airbox and when tilted down it goes from the the motor down the exhaust leg. It's very common on these old motors.

Probably could use a good seafoam hot soak too and run on the lake for several miles.

Agree with Watermann. Not serious but common and messy. Look up how to decab a motor. It will burn a lot of the old gunk out. In my case I had a stuck thermostat causing an overheat and “melting” this out making it look worse. Changed the stat and it’s less now. My sons 1977 9.9 actually.

Another way to limit fuel spillage is to either install a shut off valve in the fuel line like I did or pull the line from the motor and run it until it starts to sputter, then turn off. Burning the fuel out of the carb bowls will pretty much cure the problem.

I added some bunks to the front of mine to help with centering. I can power it on easily and it centers the bow nicely.
Watermann is right about the trailer being too deep being an issue. Depending on the launch angle my stern still floats around and can easily sit off center. If this happens I just pull the trailer out a bit and hand crank it on while someone else holds the boat even between the posts. I'm never off the keel rollers and I have the same black ones that you have.
