1973 65hp stalls on load

Lets see if I can set the story right.
First thing that happens is that I picked up boat at shop
that put a reciently puchased 1973 65373R Evinrude.
on a 34ft pontoon boat, they installed new water pump and lube lower.
Everything checked out when I bougt it, with earmuffs thou.

Went to gas station and added full to tank, ((I "may" have over oiled))
Tank set idle since memorial weekend, when the other motor died.
added 16 ounces oil to an already oil-mixed 1/2 a tank with rest of new gas.

Launced boat, ideled ok, pulled away from dock, OK
launched into moderater speed then high speed everything OK
even checked the GPS for speed 18mph woo-woo . . . !

As i went into home dock, 1/2 a lake away, stalled out, restart OK
((I seamed to forget to pump the bulb))
Later that night, lets see this again preform on flat lake.

Everytning seamed ok, but when droping to lower then dying again
got one lap in, time to head back (no lights, I didn't rewire yet)

Next morning, got it to back out of dock, but when put into fwd
would die again. limped back into dock, start idel, gear, die,
managed to make it back.

Thinking I overolied, got a different tank and filled it with hi-test,
and "correct" amount of oil, Replaced the spark lugs, thinking they were
fouled. but same ole same ole.

I've disconnected the connector rod to the carbs, and ran each one individualy, and each respond respons as it seams.

so what's next my fine boat people.
Can I just remove the cover of the carbs and do some carb cleaning.
is that something I should/could do.

The carbs should be rebuilt with carb kits, spraying cleaner in them doesn't accomplish much. It not difficult, read the faq files and watch some of videos on Youtube, do one at a time and don't get the jets mixed up.
