That's pretty typical for those old 35,45, 55 hp series engines. They are 2 cylinder engines and at low speeds tend to foul the plugs. with a 2 cyl engine, even if only one plug fouls, it will probably stall. And being a 2 cyl engine, if the idle is too low, they will stall.
The idle speed may be a bit too low. If you have a tach, adjust it to 700-750 rpm in forward gear in the water. If you don't have a tach, try raising it a bit by ear. But don't go too far. If you raise it too much the engine will "clunk" excessively when you put it into gearand tend to wear the drive dogs. BTW: you should relatively quickly "Snap" the shift lever into gear then advance the throttle. A slight clunk is normal.
The adjustment screw is on the cast linkage tower up near the top. It will probably be a fillister head 1/4 X20 screw locked in place with a 7/16 nut and at idle, it will bear against the engine block. Loosen the nut and turn in the screw (clockwise) about 1/8 turn at a time until the idle seems correct. In between each adjustment, lock the nut and advance the throttle. Then back down to idle and give the engine several seconds to stabilize.
