1973 25 hp Johnson - adjusting points without tool

Is a there a way to adj points without using the tool to determine when points should be opening? What about using a TDC dial gauge but then how many degrees BTDC should I go?

When the high side of the crank meets the points. Set at 0.20 repeat for other side.
